| This paper presents a new formula,which describe the relation between private rate or return and social rate of return.The formula includes two environmental parameters,λ,the fraction of national income spent on environmental investment,and η,the elasticity of environmental improvement with respect to environmental spending.From the formula it can be seen that social rate of return or environmental discount rate should decline systematically over time from the point of view of environmental protection.In addition,the environmental drag were used to explain the model's meaning as well as to discuss the measurement of the environmental drag. |
