组态视角下黄河流域降碳减污扩绿增长耦合协调推进路径

      降碳减污扩绿增长是新时代生态文明建设的重要战略部署,四者协同推进也是推动黄河流域生态保护和高质量发展战略的关键抓手. 以2013~2023年黄河流域60个地级市为研究对象,采用耦合协调模型测算降碳减污扩绿增长耦合协调度并分析其时空演化特征;基于TOE框架,运用模糊集定性比较分析方法(fsQCA)揭示四者协同推进的多因素驱动组态路径. 结果表明:①2013~2023年黄河流域整体降碳减污扩绿增长耦合协调度呈上升趋势,但整体处于勉强协调等级. 分区域看,呈“下游地区高、中下游地区低”的分布特征. ②黄河流域在协同推进降碳减污扩绿增长过程中呈现出明显的区域异质性特征:上游地区突出技术创新的核心驱动作用;中游地区形成技术与组织协同、技术与环境协同的双轮驱动模式;下游地区则更注重技术、组织和环境三要素的均衡协调. 同时,不同类型城市的协同推进路径也存在显著差异:资源型城市侧重技术与环境协同,资源枯竭型城市以环境治理为突破口,而非资源型城市则追求技术、组织和环境这三者的系统平衡. ③对比组态路径发现,绿色技术创新、产业结构升级和环境规制强度是协同推进降碳减污扩绿增长的三大核心驱动力.
英文摘要
      Carbon reduction, pollution reduction, green expansion, and growth are important strategic deployments for the construction of ecological civilization in the new era, and the coordinated promotion of the four is also the key to promoting the ecological protection and high-quality development strategy of the Yellow River Basin. In this study, 60 cities in the Yellow River Basin from 2013 to 2023 were taken as the research object, and the coupling coordination model was used to measure the coupling coordination degree of carbon reduction, pollution reduction, green expansion, and growth, and its spatiotemporal evolution characteristics were analyzed. Based on the TOE framework, the fuzzy set qualitative comparative analysis method (fsQCA) was used to reveal the multi-factor-driven configuration path of the four synergies. The results show that: ① The coupling coordination degree of carbon reduction, pollution reduction, green expansion, and growth in the Yellow River Basin showed an upward trend as a whole, showing the distribution characteristics of “high in the east and low in the central and western regions,” but the overall level was still in the primary coordination stage. ② The Yellow River Basin exhibited distinct regional heterogeneity characteristics in the process of jointly promoting decarbonization, pollution reduction, expansion of green growth, and growth: The upstream region emphasized the core driving role of technological innovation; the central region formed a dual-wheel driving model of technology and organization synergy, technology, and environment synergy; while the downstream region, on the other hand, placed more emphasis on the balanced coordination of technology, organization, and environment. Meanwhile, there were significant differences in the paths of promotion among cities of different types: Resource-based cities focused on technology and environment synergy, resource depletion cities took environmental governance as a breakthrough, and non-resource-based cities pursue a systematic balance among technology, organization, and environment. ③ Comparing the configuration pathways revealed that green technology innovation, industrial structure upgrading, and environmental regulation played a leading role in the coordinated promotion of carbon reduction, pollution reduction, green expansion, and growth.
