| 实现减污降碳协同增效是高质量发展的应有之义,新质生产力作为新时代绿色生产力的具象化载体,被赋予了破解“减污-降碳-增长”不可能三角的历史使命. 基于中国2006~2021年地级市面板数据,实证检验新质生产力对减污降碳协同增效的作用,并进一步解析其传导机制. 结果表明,新质生产力的快速发展显著促进了污染排放效率与碳排放效率的同步提升,已成为推进减污降碳协同增效的新动能;机制分析表明,新质生产力可以通过增加环保投入、缓解要素错配、推动产业升级实现减污降碳协同增效;异质性检验揭示,因“数字鸿沟”与“金融鸿沟”的存在,新质生产力的“减污降碳效应”在数字经济与绿色金融发展水平高的地区更加显著;进一步分析发现,地方政府环境治理目标约束与经济增长目标约束会显著影响新质生产力的“减污降碳效应”,且“环境治理目标硬约束+经济增长目标软约束”的组合是充分释放该效应的“最优解”. |

| Achieving the synergistic efficiency of pollution and carbon emission reduction is an inherent requirement of high-quality development. As a concrete manifestation of green productivity in the new era, new quality productivity have been entrusted with the historical mission of resolving the “pollution reduction-carbon emission reduction-economic growth” impossible trinity. Based on panel data from Chinese prefecture-level cities spanning 2006 to 2021, this study empirically verifies the role of new quality productivity in promoting synergistic pollution-carbon reduction efficiency and further analyzes its transmission mechanisms. The results demonstrate that the rapid development of new quality productivity has significantly enhanced both pollution emission efficiency and carbon emission efficiency simultaneously, emerging as a new driving force for synergistic pollution-carbon reduction. Mechanism analysis revealed that new quality productivity achieved synergistic effects through three channels: increasing environmental protection investment, alleviating factor misallocation, and promoting industrial upgrading. Heterogeneity tests indicated that the “pollution-carbon reduction effect” of new quality productiviry was more pronounced in regions with high levels of digital economy development and green finance advancement, due to the existence of a “digital divide” and “financial divide.” Further analysis suggests that local governments' environmental governance target constraints and economic growth target constraints significantly influence this effect, with the combination of “hard constraints on environmental governance targets + soft constraints on economic growth targets” constituting the optimal solution for fully unleashing this synergistic potential. |
