新质生产力能否赋能环境污染协同治理?基于复杂网络分析视角

      新质生产力是破解技术低端锁定和赋能环境污染协同治理的重要引擎. 基于2011~2021年中国省级面板数据,运用有向加权复杂网络分析法刻画中国环境污染协同治理网络结构演化特征,结合指数随机图模型(ERGM)实证检验了新质生产力赋能环境协同治理的作用机制. 结果表明:①区域环境污染协同治理网络呈传递三角链路,治理边界弱化. 东部沿海网络中心度最高,广东、重庆、甘肃和青海等网络核心区范围逐步扩大,治理边界弱化. 网络空间聚类结构呈现差异明显的四大板块,网络溢出关系集中在第一、三、四板块. 东部沿海承接环境污染协同治理的“枢纽”作用,辐射带动中、西部省域;②从引致效应来看,新质生产力赋能环境污染协同治理,呈现“富人俱乐部”特征;③异质性检验表明,数字基础设施完备和拥有自贸区建设的区域赋能效果较好,网络地位赋能效果呈现:中介中心度>点度中心度>接近中心度;④从赋能机制来看,新质生产力通过提高科技创新力、推动产业结构升级、培育科技人才及缩小教育差距的模式驱动新质生产力赋能环境污染协同治理.
英文摘要
      New-quality productivity is an important engine to break the low-end lock of technology and empower collaborative governance of environmental pollution. Based on the panel data of provinces in China from 2011 to 2021, we use the directed weighted complex network analysis to characterize the evolution of the network structure of China's collaborative governance of environmental pollution and empirically test the mechanism of new quality productivity empowering collaborative governance of environmental pollution by combining with the exponential random graph model (ERGM). The study found that: ① The regional environmental pollution cooperative management network was a transmission triangle link, and the governance boundary was weakened. The centrality of the network was highest along the eastern coast, and the core area of the network in Guangdong, Chongqing, Gansu, and Qinghai was gradually expanding, with a weakened governance boundary. The spatial clustering structure of the network presented four major plates with obvious differences, and the network spillover relationship was concentrated in the first, third, and fourth plates. The eastern seaboard has taken over the role of a “hub” for coordinated management of environmental pollution and has led the central and western provinces by radiation. ② From the perspective of causality effect, the new quality productivity empowered the coordinated governance of environmental pollution, showing the characteristics of a “rich people's club.” ③ The heterogeneity test showed that the empowerment effect was better in the region with complete digital infrastructure and the construction of free trade zones, and the empowerment effect of the network status showed that the intermediary centrality degree > point centrality degree > proximity centrality degree. ④ In terms of the enabling mechanism, the new quality productivity was driven by the model of improving scientific and technological innovation, promoting industrial structure upgrading, fostering scientific and technological talents, and narrowing the education gap to enable collaborative management of environmental pollution.
