| 在“双碳”目标驱动和长江经济带生态优先发展战略叠加背景下,解析新质生产力对减污降碳协同的赋能机制和异质性效应,对破解区域环境治理“锁定困局”、实现经济发展和生态保护动态平衡具有理论创新价值和实践指引意义. 基于2011~2022年长江经济带106个城市面板数据,运用基准回归模型、中介效应模型和门槛回归模型实证检验新质生产力对减污降碳协同治理的赋能效应. 结果表明:①新质生产力能够显著促进减污降碳协同治理,且呈现“中游>上游>下游”、“资源型城市>非资源型城市”和“经济与生态协调发展区>非经济与生态协调发展区”的梯度分布特征;②机制分析表明,新质生产力通过产业结构高级化和能源利用效率两条传导路径影响减污降碳协同治理,但当产业结构高级化和能源利用效率超过阈值时,新质生产力对减污降碳协同治理的边际贡献下降;③通过“成本-收益”分析发现,发展新质生产力可以实现污碳防治和经济发展的“双赢”. |

| In the context of the superposition of the “double carbon” target drive and the ecological priority development strategy of the Yangtze River Economic Belt, analyzing the empowering mechanism and heterogeneous effect of the new quality productivity on the synergy of pollution reduction and carbon reduction has theoretical innovation value and practical guidance significance in cracking the “locking predicament” of regional environmental governance and realizing the dynamic balance between economic development and ecological protection. Based on the panel data of 106 prefecture-level cities in the Yangtze River Economic Belt from 2011 to 2022, the benchmark regression model, intermediary effect model, and threshold regression model were used to empirically test the empowering effect of new quality productivity on the synergistic governance of pollution reduction and carbon reduction. The results showed that: ① The new quality productivity could significantly contribute to synergistic governance of pollution and carbon reduction and showed a gradient distribution of “midstream > upstream > downstream,” “resource-based city > non-resource-based city,” and “economic and ecological coordinated development area > non-economic and ecological coordinated development area.” ② Mechanism analysis showed that new quality productivity affected the synergistic governance of pollution reduction and carbon reduction through the two transmission paths of industrial structure advancement and energy use efficiency, but when industrial structure advancement and energy use efficiency were greater than the threshold, the marginal contribution of new quality productivity to the synergistic governance of pollution reduction and carbon reduction decreased. ③ The “cost-benefit” analysis revealed that the development of new quality productivity could achieve the “win-win” of carbon pollution prevention and economic development. |
