| 生态环境保护是京津冀协同发展战略的三大突破口之一,协同发展能够显著推动区域内碳减排. 基于2012~2021年京津冀面板数据,运用社会网络分析方法探究其碳排放网络结构特征,并基于复合系统协同度模型和耦合协调度模型评估三地的碳减排治理效果及城市间协同减排效应. 结果表明:①京津冀城市群的碳排放网络呈现“核心-边缘”结构,北京和天津作为网络中心,对区域碳排放治理具有显著影响;②三地碳减排治理协同度存在波动变化,天津表现良好,而北京和河北则因政策支持波动导致协同度不稳定;③京津冀三地之间的减排耦合程度呈现波动状态,且与各地区的碳减排治理成效密切相关. 各城市应根据自身功能结合发展现状推动城市群整体协同碳减排治理. |

| Ecological and environmental protection is one of the three major breakthroughs in the coordinated development of the Beijing-Tianjin-Hebei Region, and collaborative development can significantly promote carbon emission reduction within the region. Based on panel data from Beijing, Tianjin, and Hebei from 2012 to 2021, social network analysis was applied to investigate the structural characteristics of the carbon emission network in the region, and the synergy degree model of composite systems and the coupling coordination model were employed to assess the effectiveness of carbon emission reduction governance across the three areas and the collaborative emission reduction effects among them. The results indicate the following: ① The carbon emission network in the Jing-Jin-Ji urban agglomeration presents a “core-periphery” structure, with Beijing and Tianjin positioned as central nodes exerting significant influence on regional carbon governance. ② Fluctuations in the synergy degree of carbon emission reduction governance occur among the three regions, with Tianjin performing consistently but Beijing and Hebei experiencing instability due to variations in policy support. ③ The degree of coupling in emission reduction between the three regions also fluctuates and is closely linked to the effectiveness of carbon governance in each area. Cities should promote overall collaborative carbon emission reduction governance in the urban agglomeration by aligning their functional roles with current development conditions. |
