数字经济的减污降碳协同促进效应:以长三角城市群为例

      在大数据与人工智能时代,数字经济已成为推动中国实现经济动能转换的关键着力点,同时也是实现“碳达峰、碳中和”目标的重要手段. 通过选取2011~2022年长三角城市群城市面板数据,以数字经济发展为切入点,对减污降碳协同效应水平时空演变进行分析,采用多元线性回归模型评估数字经济发展对减污降碳协同效应的作用效果和机制. 结果表明:①长三角城市群数字经济水平呈现协调发展态势,同时减污降碳协同性总体保持波动上升趋势,各城市间数字经济和减污降碳协同发展水平差距缩小;②样本期内数字经济的发展与地区减污降碳的协同治理间存在倒“U”形关系,且该结果在经过一系列稳健性检验后仍然成立;③数字经济主要通过促进能源利用效率提升、能源消费结构优化、环境投资规模扩大和绿色技术进步来发挥作用;④实证结果因人才要素资源、城市规模和经济发展水平的不同而表现出显著性差异.
英文摘要
      In the era of big data and artificial intelligence, the digital economy has become a key focus for driving the shift in economic dynamics in China. It also serves as an important means to achieve the goals of “carbon peak and carbon neutrality.” By selecting urban panel data from the Yangtze River Delta urban agglomeration from 2011 to 2022 and focusing on the development of the digital economy, this study analyzes the spatiotemporal evolution of the level of synergistic effects in pollution reduction and carbon reduction. A multivariate linear regression model is used to assess the impact and mechanisms of digital economic development on the synergistic effects of pollution reduction and carbon reduction. The results showed the following: ① The digital economy of the Yangtze River Delta urban agglomeration exhibited a coordinated development trend; meanwhile, the overall synergistic development of pollution and carbon reductions maintained a fluctuating upward trend, and the gap between cities in terms of digital economy and synergistic development levels was narrowing. ② During the sampling period, the development of the digital economy and regional synergistic governance of pollution reduction and carbon reduction had an inverted “U-shaped” relationship, and this result remained valid after a series of robustness tests. ③ The digital economy mainly functioned through promoting energy utilization efficiency, optimizing energy consumption structure, expanding the scale of environmental investment, and advancing green technology. ④ The empirical results showed significant differences due to varying levels of talent resources, urban scale, and economic development.
