| This paper analyses the strategy, restrictive factors and policies of the utilization of coal fly-ash resources in Nanjing area by using systems engineering and decision-analysis method of operation research. A series of measures was put forward. This may lay a scientific foundation for the municipality of Nanjing to formulate the policy in the management of coal fly-ash in this area. |
